The privately-registered Cessna A-185F aircraft (C-GYUO) was on a VFR flight from Toronto (BB/TCA) (CYTZ) to Greater Sudbury Municipal Airport (CYSB). NAV CANADA staff at Toronto (Buttonville) Municipal Airport (CYKZ) reported that they observed the aircraft entering the Toronto (Buttonville) Municipal Airport airspace from the south at an altitude of 2,500 feet. The pilot did not contact the Tower Controller. Toronto ACC staff were able to contact the pilot, who stated that the aircraft was at an altitude of 2,501 feet and that he was not required to contact the tower controller.

In reference to the notam, if it was US registered and operated under certain parts, we are able to desend on an ILS to 100agl (generally 100'below mins) if the pilot has the red terminating bars in sight. He must go missed if the runway environment isn't visible from there.
