No notam causes accident
Similar happened to me many years ago. An airport with a 6000' paved runway closed for the winter with no notam. Got there and saw snow on the runway. It did not appear deep but had enough experience to know that you can't tell the snow depth from the air. A low and over revealed a small area where a vehicle had driven and the wet snow was at least several inches deep so I diverted and called FSS.
In this case....
After a short VFR flight from London CYXU, a Gulfstream G-100 (Astra SPX), registered as
N858WZ landed on Runway 34 in Centralia CYCE. During the landing run, the aircraft contacted a
snow bank on the runway at the intersection with the taxiway for Runway 10-28. The aircraft’s nose
wheel broke off and the aircraft skidded on the remains of its nose gear. The aircraft came to a
stop at approximately three quarters of the runway. The snow bank on Runway 34 was due to the
runway being close for the winter. The crew reported that their flight planning did not reveal any
information regarding Runway 34 being closed and airport operator confirmed that a NOTAM had
not been filed in that regard.

Hmm....
RCR Opr 13-23Z+ Snow removal may be delayed 24 hours ctc opr PLR.
I know it isn't the same as saying a runway is closed for the winter.. ..but did they call for a runway condition report?

The issue time of the current NOTAM closing the runway is exactly one minute after the time of the accident given in the CADORS.

Thats the trouble with NOTAMs... you can't leave one open until further notice.. it has to have an ending time and date. Someone forgot to re-open it.
Somebody will be paying for the plane alright.. what remains to be seen is whether it will be the airport's insurance or the aircraft owner's insurance.

Maybe this will be a good time to review our archaic means of distributing and viewing NOTAMS. It's 2015, I think we can do better than our current system.
I always find it curious when bringing an aircraft with a 100,000lb+ landing weight to a fairly large airport, that when I check the NOTAMS I get 50 NOTAMS that include one for a displaced threshold at Joe Snottrocket's personal landing strip, a note about a missing light at Lake Sumfuk airport, meanwhile sandwiched in there is major runway closure for a large, international airport.
It's like playing Where's Waldo, but instead of looking for some hipster in a striped shirt, I'm looking for giant things that are going to bite me in the ass. It's a fun game, but I am growing weary of it.

While not perfect and not officially sanctioned - http://www.zuluforpilots.com/ this site does an excellent job of highlighting the most current and active NOTAM's. I remember reading a while ago that initially they were scraping the Nav Canada site only to be shut down (too resource heavy) but then were offered an xml feed to the data instead.
