On a very fundamental level Bertrand claims Canadians, Quebec included, can only support the idea of protecting Canadian jobs. Her argument is only that the Harper government (big surprise) is not taking proper care to implement the changes to the TFW program in a way that does not unnecessarily harm Quebecois (Canadian) businesses. Basically (very basically) the argument is valid.
“The basic idea is something we support as Canadians. But the way they’re doing it will cause a lot of problems for our companies,” Bertrand said
Quebec is not pro TFW. That's not what the article says.
The problem is that, beyond fundamentals, things would undoubtedly get a little murky when it comes to drafting an appropriate policy change. My impression of the Harper government, which is also reflected in this article, leads me to think that the Conservatives have historically found it more convenient to just ignore the issue and, as a result, never took enough care to have an idea on how to effectively handle it. I.e. it's not very clear how "the changes" the Feds recently made to TFW policy effectively address the problem we are having in Canadian aviation. However, with the issue alive and with a little more help, these affairs should remain dynamic and the long-needed changes will come very soon. After all, pre-election, the Feds want to look like they are doing something.
