Pilot's based in YYJ
Does any one know if any west coast company has pilots based in YYJ? (Not floats)

There's a jet charter that flies out of Yyj. Citations I believe. Can't remember the name but I'm sure you can find them with a quick search.

VIH flies a Challenger and a Hawker last time I checked.
Top aces fly out of YYJ a fair bit on the Westwind and the Alpha jets, I'm not sure if those pilots are technically based in Victoria or not though
There is a privately owned Citation XL operated by Lefevre & co.
Viking/Pacific Sky also have probably 10-20 pilots based out of YYJ, they support the 400 series DHC-6 production and also a few corporate machines including a King Air and a 737.

Flying airplanes is easy, you just need to PAY ATTENTION. Finding a good job on the other hand takes experience, practice, and some serious talent.
