Receive only FSS/FISE, callback on VOR. Why?
Just curious. What's the reasoning behind this sort of communication method? Seems a bit more complicated with the hardware with this kind of setup on their end.

It saves the hardware and installation of one transmitter and antenna.

Cuts down on radio chatter as well so no one steps on the other.
I'm never played as the villian in the stories I've told.

Is there any FISEs like this in Canada? I've only really seen it in the US.
