Pay scales when upgrading to Captain at Jazz or mainline

I am sure everyone already knows this, but check out http://www.airlinepilotcentral.com for all your payscale info. How do the payscales work when upgrading from FO to Captain though? Let's say a pilot has been at Jazz (or mainline for that matter) for 8 years, and they are upgrading to Captain. Do they start at the 1 st level Captain Salary or the 8th level Captain Salary?
