What is Tier 3???

What is Tier 3???

Can any one help clear/ explain the Tier 3?? Simply, What does it mean? Thanks for your help!

Tier 1: Mainline Carrier (Air Canada)
Tier 2: Fully or partly owned regional carrier (Jazz)
Tier 3: Everyone else that has some sort of code share or service agreement (Air Alliance)

Is it still dependant on the size of aircraft, or just any scheduled run?
