ATC Investigator at the TSB

From the job ad:
** Significant experience means that the candidate must demonstrate career progression in terms of amount, complexity and diversity of work experience. This will be reflected through work in complex Control Towers and Terminal or Area Control Centers and through progression to supervisory, and/or instructor and/or managerial roles.
Licensed controllers in Complex Towers, or ACCs in senior roles make considerably more money than you're offering. It's still a neat opportunity though.

It could be a military controller who makes less than they are offering so it would be attractive to them.

A Military controller would be better off jumping ship to the civilian world before going to the TSB then...
