Is float time on an ultra light aeroplane can be considered as float time?

I don't think so, since there is no float rating for an ultralight pilot permit. Maybe if you have an RPP or PPL it might be okay.
Years ago I did manage to train myself on a float-equipped ultralight though. Trial and error is probably not the best training method but it helped me a lot when I went for my "real" float endorsement.

Counts for what? Insurance? Job qualification? Licencing?
Ultralight float time definitely counts as ultralight float time. It doesn't count as seaplane time towards a seaplane rating on a pilot licence. It counts for anything else I can think of.
