I think they are waiting to finish all panel interviews before reviewing and awarding course offers.

I was eligible for ATC and FSS after FEAST (and every subsequent e-mail specified ATS for the interviews). I received an offer for FSS the following day for the spring. I declined the spot though. I feel like it was a last-minute opening they needed to fill so I'm hoping for an ATC or FIC offer for the fall. If they offer FSS again after a clean slate of courses I may take it, not sure yet.
