Bingo. FOs at 703/4s get their 1000hrs TT and the vast majority leave when Encore or Jazz call. There is a small minority who do stick around to get some MPIC and take advantage of the growing medevac salaries ($100-180k) that are out there.
Except now it's not going to Jazz or Encore but Flair or Lynx.

Because you can find a good candidate who wants to work for you but you don’t have a seat for them today. You will in a couple months or maybe even a couple days but right this instant you don’t. But you do need rampies and flight followers, both of which train up easily enough if you start with a CPL holder. A job like that forms a good base of company operational knowledge that can be built on when they transition to flying.

Obviously if you’re applying for this sort of thing you need to apply the right frame of mind and know exactly what you’re getting into.
This I hired many low timers for this kind of position. Many were also surprised when they saw the CP doing the same loading/fuelling/towing
jobs. Knowing how the whole system works is invaluable. Most guys were on the airplane within 3 months. The college guys who didn't want to get their hands dirty normally did not last long.

Work Ethic Counts.
