What’s the best place to train in Canada?

Hi guys. What’s the best place to train in Canada? Based on weather, living costs, etc… for an international student!

I’m from South America, got my FAA CPL & Flight Instructor licenses and have around 1200 hours.My plan is to enroll in a two year program to get a Post Graduate Work Permit after my studies so I can use it in an aviation job. My plan is to convert my FAA to Canadian license while I study since I read that there’s no flying required.
Also, do you need to have a Canadian flight instructor license to get a job other than instructing?
