Air Canada Captains(and maybe FOs?) already have this. When they are deadheading they are guaranteed a seat in first class. I believe they can at their option forfeit the first class seat but they get some kind of pay/benefit uplift if they do.

I believe the US article mentions that it applies to commuting crew as well. A commuting crew gets priority for a free upgrade vs a free upgrade for customer. But customers don't get bumped though, it's only when space is available.

It's common culture in the US for crews to tell a commuting crew member to come sit upfront if a seat is available. Sometimes a passenger takes notice and complains even though they could have used their points or a pay extra to have sat there. I told commuting pilot to sit up in J class all the time when I was a Sky Regional.
