Roster publication date

Is there a certain date each month when you can be sure you will have your next month's roster in hand? Is that date consistent or does it move around?

…usually it’s the 23rd, it has occasionally been delayed a couple of days due to either last minute commercial changes, training issues or Navblue issues, and it also has been early a couple of rare times.
