It seems that technically, the workers were on a lockout, not on a strike. Could they still go on a strike during the 'binding arbitration', basically to try and pull the same thing WestJet's AMEs did?

Some real misinformation already here.
They enforced binding arbitration due to an impasse.
Singh stated they wouldn't support actual back-to-work legislation to the point they would revoke their coalition govt. They're serious about workers rights.
They also publicly rallied last year to end unpaid work in airlines referring to ground time while boarding etc.
Meanwhile the PC's and Lisa Ratt did what they did in 2012 which essentially destroyed the labour aspect of our industry.
So who would you rather have on your side when your career is on the line?

What are you talking about? I haven't seen anything indicating that Singh is/has/will support this.

They’re saying the pickets will remain up, accordingly they did issue strike notice for 12:01am Aug 22, so officially I believe the strike and lockout were simultaneous.
I think this will likely be a similar scenario to WJ AMEs and the CIRB not able to intervene, however I’m not 100% on the national interest part of it whether that gives extra powers. Very shady this CN and CP management obviously colluded to have them shut down simultaneously so it would trigger the national interest and they both get arbitration.
I only wish an arbitrator would consider the nature of how they ended up there and punish the assholes at the top by giving a lot more than they want to, to the employees!

We should not discount the results we can get from binding arbitration. The damage this strike causes to almost all Canadians can't take a back seat to the conflicting interests of employers and employees. Our duty is to step in when there are no alternatives, and up to this point, most disputes (notably at the Port) have been settled through negotiation.
No doubt this is a disappointing development for many, and the measures we've taken are a last resort.
Response from my MP, reacting my strong disappointment to forced binding arbitration... Milquetoast, and pathetic response to this erosion of workers rights.

I remember it all too well. I was working for the railway at the time.
Trudeau also believes " my body my choice" but not for people he disagrees with.

I knew this was going to be a very interesting week.
This is NOT over.
A single Minister --can not-- force binding arbitration, he can only "refer the matter" to the CIRB. That's it. The CIRB has a tendency to "follow the law" as it is written. If the CIRB follows it's history and the case law over the last decade or so, they will NOT strip the rail workers of their Charter Rights.
This is a "hot political football", and I think the Liberals were just "kicking the ball out of their court", and into the CIRB's. They can now say, "We told the CIRB to put them back to work." Whether the CIRB does or not, is not under the Liberals immediate influence.
Interesting week ahead.

However, the union says the work stoppage at Canadian Pacific Kansas City (CPKC) remains ongoing pending an order from the Canada Industrial Relations Board.
One union is returning to work and the other isn't? If so, why?

Bringing rail operations to a halt would have significant ripple effects in many areas. This is more than about employers and employees and a relationship that is apparently highly challenged. You should expect some discussions about making the lines an essential service.
Latest bit of stupidity from my MP. Threats of an essential service designation are now on the table. Good luck with that.

The wild thing about the railways, especially CN, is that since they became publicly traded (AFAIK but certainly for the last 20 years) they have always turned HUGE profits. AC can cry poor in times when they go years without making money. CN makes money EVERY YEAR NO MATTER WHAT. Yet they still don't want to pay.
