Just for reference I attempted to use the exact address as shown on the gov website and FedEx had issues scanning the mail…There system was saying ‘customer pick up only’

Just curious, you obviously had to go online to get the application, under the how to apply header, point 4. Has a link to the addresses for your region. Below is a copy and paste for Ontario, is that what you used?

Ensure that you state Attn. Aviation Licencing otherwise it might not get delivered.
