About Maple Cargo
Maple Airlines Ltd., carrying on business as Maple Cargo, is developing a Calgary-based Canadian CAR 705 all-cargo airline operation focused on large transport-category wide-body freighter services.
The Airline Superintendent / Quality Assurance and Compliance Manager will support the development, implementation and ongoing management of Maple Cargo’s internal-audit, quality-assurance, corporate-governance and regulatory-compliance systems.
The successful candidate will work closely with the Accountable Executive, Operations Manager, Chief Pilot, Maintenance Manager, Safety Manager, Training and Standards Manager, operational-control personnel, ground and cargo operations and other departmental managers.
Position Summary
The successful candidate will evaluate daily operations, monitor regulatory and quality performance, conduct or coordinate internal audits and prepare reports for senior management.
The position will establish and maintain processes to verify that Maple Cargo’s activities, manuals, training programs, records, operational systems and contracted services comply with applicable regulations, standards, approvals and company procedures.
The successful candidate will also support corporate-governance and regulatory-compliance procedures, quality assurance and control, equipment-safety assessments, accident and incident documentation and aviation-related operational reviews.
Regulatory and Organizational Context
The Airline Superintendent / Quality Assurance and Compliance Manager will coordinate Maple Cargo’s organization-wide internal-audit and regulatory-compliance activities within the authority and reporting relationships established in the company’s approved manuals.
Any duties forming part of Maple Cargo’s regulated maintenance quality-assurance program will remain under the sole control of the Person Responsible for the Maintenance Control System.
Maintenance quality-assurance findings will be provided to the appropriate responsible manager for corrective action and follow-up in accordance with the Maintenance Control Manual.
Any person conducting an audit involving a specific maintenance task or activity must be independent of the task or activity being audited.
The position will coordinate with the Safety Manager while maintaining the distinction between independent compliance monitoring, quality assurance and Safety Management System risk management.
These boundaries reflect CAR 706.07, which places the maintenance quality-assurance program under the sole control of the PRMCS and requires personnel performing specific audit activities to be independent of the work being audited.
Duties and Responsibilities
The successful candidate will be expected to:
Evaluate daily airline operations from a quality-assurance and regulatory-compliance perspective;
Monitor organizational and departmental compliance performance;
Prepare quality, audit, governance and regulatory reports for senior management;
Ensure transportation activities comply with applicable regulations, standards, approvals and company procedures;
Monitor operational and equipment-safety conditions;
Establish and maintain an organization-wide internal-audit and compliance-monitoring framework;
Develop annual and multi-year audit schedules;
Prepare audit plans, checklists, working papers and evidence requirements;
Conduct or coordinate appropriately independent scheduled, follow-up and for-cause audits;
Verify compliance with the Canadian Aviation Regulations, Commercial Air Service Standards and applicable regulatory approvals;
Verify compliance with the Company Operations Manual, Maintenance Control Manual, training manuals and other controlled company documentation;
Audit or coordinate audits of flight-operations systems and procedures;
Audit or coordinate audits of operational-control, flight-dispatch and flight-following processes;
Audit or coordinate audits of flight-crew and operational-personnel training programs;
Audit or coordinate audits of crew qualification, training, checking and competency records;
Review ground-operations, cargo-handling, dangerous-goods, load-control and contractor-oversight processes;
Conduct maintenance-related quality-assurance duties only when assigned under the authority and sole control of the Maintenance Manager / PRMCS;
Ensure personnel assigned to specific audit activities are independent of the functions they audit;
Support audits of approved maintenance organizations, MROs, ground handlers, cargo contractors, training providers and other suppliers;
Record audit findings, observations, evidence and instances of non-compliance;
Communicate findings to the appropriate responsible manager;
Require and track corrective-action plans;
Verify that corrective actions address identified root causes;
Conduct or coordinate follow-up reviews to confirm corrective actions are effective;
Maintain records of audits, findings, corrective actions, follow-up activities and closure decisions;
Identify systemic deficiencies, recurring findings and adverse compliance trends;
Maintain regulatory-compliance matrices and certification-readiness tracking systems;
Monitor changes to aviation regulations, standards, exemptions, approvals and regulatory guidance;
Assess the effect of regulatory changes on company manuals, procedures, training and operational systems;
Coordinate required revisions to policies, procedures, manuals and controlled documents;
Support document-control, revision-control and records-management processes;
Verify that controlled documents are current, authorized, accessible and properly distributed;
Direct and control corporate-governance and regulatory-compliance procedures within established company authority;
Support compliance reviews involving accident and incident reports;
Review operational occurrences and identified deficiencies for quality or regulatory implications;
Support equipment-safety assessments involving aircraft, cargo systems, ground-support equipment, operational technology and facilities;
Review aviation-weather processes and information sources relevant to operational compliance and safety;
Support Transport Canada certification, inspection, validation and surveillance activities;
Prepare records, reports and compliance evidence for Transport Canada review;
Track Transport Canada findings, observations, commitments and corrective-action deadlines;
Support aircraft-entry, proving, certification and operational-readiness activities;
Conduct readiness reviews before the introduction of new aircraft, routes, aerodromes, contractors, systems or procedures;
Review contractor and service-provider compliance performance;
Ensure contracted activities are performed in accordance with applicable company manuals, agreements and regulatory requirements;
Coordinate with the Safety Manager concerning identified hazards and safety reports without compromising audit independence;
Support management reviews of quality, governance and regulatory-compliance performance;
Develop quality and compliance performance indicators;
Recommend improvements to company systems, procedures, training and internal controls;
Promote a professional culture of compliance, accountability and continuous improvement;
Protect confidential operational, regulatory, employee, customer, security and commercially sensitive information; and
Perform other related airline-superintendent, quality-assurance, auditing and regulatory-compliance duties.
Education
Applicants must possess:
A bachelor’s degree in aviation management, aviation safety, aircraft maintenance, engineering, quality management, regulatory compliance, business administration or a related field; or
Equivalent education and relevant professional experience.
Experience
Applicants must possess:
At least five years of relevant aviation quality-assurance, regulatory-compliance, internal-audit, airline-operations, aircraft-maintenance, safety or management-system experience;
Experience working in an airline company or comparable regulated aviation environment;
Experience in a management, supervisory or senior compliance role;
Experience evaluating daily operations;
Experience preparing reports for senior management;
Experience interpreting and applying transportation or aviation regulations;
Experience conducting or coordinating internal audits;
Experience with quality assurance and quality control;
Experience monitoring operational or equipment-safety conditions;
Experience reviewing accident or incident reports;
Experience developing and monitoring corrective actions;
Experience verifying the effectiveness of corrective actions;
Experience with corporate-governance or regulatory-compliance procedures; and
Experience reviewing manuals, procedures, records and operational systems.

Strong leadership, supervisory and staff-coordination ability;

Assets
The following will be considered assets:
Experience managing or implementing an aviation quality-assurance or compliance-monitoring program;
Experience as an airline Quality Manager, Compliance Manager, Internal Audit Manager or Airline Superintendent;
Formal internal-auditor or lead-auditor training;
ISO 9001, aviation quality-management or comparable auditor qualifications;
IOSA, ISAGO or other recognized aviation-audit experience;
Experience with CAR 705 airline operations;
Experience participating in an Air Operator Certificate certification or airline-startup project;
Experience with international, long-range, all-cargo or freighter operations;
Boeing 747, Boeing 767, Boeing 777 or comparable wide-body aircraft experience;
Experience auditing flight operations, operational control or training systems;
Experience with maintenance quality assurance and contractor oversight;
Experience auditing ground operations, cargo operations, load control or dangerous-goods systems;
Root-cause-analysis and corrective-action training;
Experience with electronic audit, document-control or compliance-management systems;
Experience with aviation-weather procedures or systems;
Experience conducting equipment-safety assessments;
Safety Management System experience;
Aircraft-maintenance, pilot, flight-dispatch or other operational aviation qualifications; and
Experience working with Transport Canada or another national civil-aviation authority.
