About Maple Cargo
Maple Airlines Ltd., carrying on business as Maple Cargo, is developing a Calgary-based Canadian CAR 705 all-cargo airline operation focused on large transport-category wide-body freighter services.
The Airline Flight Schedule Design Manager / Manager, Operational Control / OCC Manager will support the development, implementation, staffing and management of Maple Cargo’s operational-control and Operations Control Centre functions.
The successful candidate will work closely with the Operations Manager, Chief Pilot, Maintenance Manager, flight crews, flight dispatchers, flight followers, crew scheduling, load control, cargo operations, ground operations and contracted service providers.
Position Summary
The successful candidate will plan, organize and manage daily Operations Control Centre activities, operational scheduling, dispatch coordination, pre-flight operational support and irregular-operations response.
The position will support the development and implementation of an operational-control system suitable for Maple Cargo’s planned international, long-range, wide-body all-cargo operation.
The successful candidate will also supervise operational personnel, monitor departmental performance, ensure regulatory compliance, support aviation-weather and pre-flight processes and prepare operational and regulatory reports for senior management.
Regulatory and Organizational Context
Maple Cargo’s operational-control system will remain under the control of the Operations Manager and will be described in the company’s approved Company Operations Manual.
As a cargo-only CAR 705 operator, Maple Cargo’s operation falls within a Type C operational-control classification. Maple Cargo may elect to operate under a higher Type A or Type B system to meet its operational requirements, subject to Transport Canada certification and approval.
The Airline Flight Schedule Design Manager / Manager, Operational Control / OCC Manager will perform delegated management, scheduling and coordination duties within Maple Cargo’s approved organizational structure.
The position will not replace or diminish the regulatory authority and responsibilities of the Operations Manager, pilot-in-command or an appropriately qualified and certified flight dispatcher.
Commercial requirements, customer schedules and revenue considerations must not override regulatory, airworthiness, operational or safety requirements.
Duties and Responsibilities
The successful candidate will be expected to:
Evaluate and oversee daily operational-control and OCC activities;
Monitor departmental performance, staffing, service quality and operational effectiveness;
Plan and organize daily airline operations;
Plan and implement changes to operational schedules, policies and procedures;
Prepare operational, performance and regulatory reports for senior management;
Supervise, support and train operational-control and OCC personnel;
Ensure that airline operations comply with applicable regulations, standards, approved manuals and company procedures;
Oversee the scheduling and dispatch coordination of aircraft, flights, cargo and operational resources;
Monitor operational and aviation-safety conditions;
Support regulatory reporting and Transport Canada certification activities;
Manage pre-flight operational processes and coordination;
Monitor aviation weather, NOTAMs, aerodrome information, airspace restrictions and operational limitations;
Support the development and implementation of Maple Cargo’s operational-control system;
Prepare and maintain operational-control and OCC procedures, checklists and working instructions;
Support the preparation and maintenance of operational-control content for the Company Operations Manual;
Establish procedures for flight authorization, flight preparation, operational flight planning, flight watch, flight following and operational-record retention;
Coordinate domestic and international flight-planning support;
Support the development, implementation and validation of operational flight-plan formats and flight-planning systems;
Ensure operational personnel have timely access to applicable weather reports, forecasts, NOTAMs, aerodrome data, runway information, aircraft manuals, Minimum Equipment Lists and operational publications;
Maintain effective communications among pilots-in-command, dispatch personnel, flight followers, maintenance control, crew scheduling, load control, ground stations and other operational personnel;
Coordinate operational information relating to aircraft serviceability, deferred defects, Minimum Equipment List items and maintenance limitations;
Coordinate crew qualification, recency, flight-time, duty-time and rest information with flight operations and crew scheduling;
Coordinate operationally relevant load-control, weight-and-balance, cargo, dangerous-goods and special-load information with qualified personnel;
Coordinate ground-handling, de-icing, fuelling, towing, parking, cargo-loading and airport-service information;
Monitor aerodrome operating hours, curfews, airport slots, permits, overflight requirements and local restrictions;
Support the management of delays, diversions, cancellations, aircraft substitutions, maintenance disruptions and other irregular operations;
Develop and apply escalation procedures for significant operational events;
Maintain a clear distinction between operational coordination and the exercise of regulatory operational-control authority;
Develop workload analyses, staffing plans and shift-coverage requirements for OCC personnel;
Support the recruitment, qualification, training and standardization of flight dispatchers, flight followers, duty managers and operational-support personnel;
Ensure that only properly trained, qualified, competent and authorized personnel perform regulated operational-control functions;
Develop OCC shift-handover and operational-briefing procedures;
Maintain current information concerning the location and operational status of Maple Cargo aircraft;
Support overdue or missing-aircraft notification procedures;
Support emergency-response planning, exercises and actual-event coordination;
Participate in aircraft-entry, proving, certification and operational-readiness activities;
Participate in Transport Canada demonstrations, inspections and validation exercises;
Evaluate and monitor contracted flight-planning, dispatch, flight-following, communications and operational-support providers;
Monitor contractor performance and ensure that contracted personnel follow Maple Cargo’s applicable manuals and procedures;
Review operational reports, disruptions, safety reports and dispatcher observations for adverse trends;
Recommend procedural improvements, corrective actions, staffing changes or additional training;
Develop OCC performance indicators and operational-readiness reports;
Support OCC budget, technology, communications, equipment and facility planning;
Evaluate flight-planning, aircraft-tracking, aviation-weather, NOTAM, communications and operational-management systems;
Support cybersecurity, access-control, business-continuity and backup arrangements for OCC systems;
Establish contingency procedures for loss of communications, electrical power, flight-planning systems or OCC facilities;
Coordinate with Safety Management System and quality-assurance personnel;
Protect confidential operational, employee, customer, security and commercially sensitive information; and
Perform other related operations-management, scheduling and dispatch-coordination duties.
Education
Applicants must possess:
A bachelor’s degree in aviation management, air transportation, flight operations, business administration or a related field; or
Equivalent education and relevant professional experience.
Experience
Applicants must possess:
At least five years of relevant airline operational-control, flight-dispatch, flight-following, OCC, network-operations, airline scheduling or flight-operations experience;
Experience in an airline, transportation, management or dispatching environment;
Experience with pre-flight operations;
Experience interpreting aviation-weather information;
Experience supervising or coordinating operational personnel;
Experience planning and organizing daily operations;
Experience monitoring departmental performance;
Experience preparing operational or regulatory reports; and
Experience applying aviation regulations, standards, manuals and operational procedures.
Required Knowledge and Competencies
Applicants should demonstrate:
Strong knowledge of airline operational-control and flight-scheduling principles;
Knowledge of aviation weather, NOTAMs, aerodrome information and operational publications;
Familiarity with operational flight planning, aircraft performance, fuel planning and alternate-aerodrome considerations;
Ability to coordinate effectively with pilots, maintenance personnel, crew scheduling, load control, cargo operations and ground handlers;
Strong leadership, supervisory and staff-training ability;
Strong analytical, organizational and decision-making skills;
Ability to manage multiple time-critical operational priorities;
Ability to remain calm and effective during disruptions and emergencies;
Strong written and spoken English;
Ability to prepare clear and accurate reports, manuals and operational documents;
Professional judgement and the ability to make decisions without improper commercial influence; and
Ability to protect confidential and commercially sensitive information.
Assets
The following will be considered assets:
Current or previously held Canadian Flight Dispatcher Certificate;
Successful completion of Transport Canada Flight Dispatcher generic examinations;
Flight-dispatch qualification or certification from another recognized civil aviation authority;
Experience as an OCC Manager, Operational Control Manager, senior flight dispatcher, dispatch supervisor or airline duty manager;
Experience with CAR 705 airline operations;
Experience with Type A, Type B or Type C operational-control systems;
Experience supporting an Air Operator Certificate certification or airline-startup project;
Experience with international, long-range, all-cargo or freighter operations;
Boeing 747, Boeing 767, Boeing 777 or comparable wide-body aircraft experience;
Experience with international flight planning, overflight permits, airport slots and operating restrictions;
Experience implementing or opening an Operations Control Centre or Flight Dispatch Centre;
Experience managing irregular operations, recovery planning and emergency response;
Experience with crew scheduling, fatigue-risk management or flight-and-duty-time compliance;
Experience with aircraft performance, load control, weight and balance or dangerous-goods coordination;
Safety Management System or aviation quality-assurance experience; and
Experience working with Transport Canada or another national civil aviation authority.
Security and Conditions of Employment

Obtain and maintain the required airport security clearance;
Complete a satisfactory criminal-record check;
Work on site in Calgary;
Work operationally required hours and participate in rotating or after-hours coverage where necessary; and
Be available to begin employment as early as January 8, 2027.
