Language proficiency rating?
Just reading the latest TC aviation Safety Letter and got to the article about the new " Personnel License Booklet.
How are they going to determine the language proficiency rating?

The hardest thing about flying is knowing when to say no
After over a half a century of flying no one ever died because of my decision not to fly.

That question just came up a a recurrency seminar last week. Apparently it will be a box that gets checked on an aviation medical. Or the doc will tell you to have a further test if it isn't obvious that you speak english. Now this seminar was for mostly private pilots flying non-commercially. Perhaps there will be more stringent testing for airline type flying.
Here is some of the information available:
ASL Issue 4/2006 - Transport Canada Update—ICAO Amendment 164—Language Proficiency Rating (LPR)
ICAO Language Proficiency Requirements — Rated Speech Samples
ICAO Language proficiency requirements for licence holders
UK CAA - ICAO Language Proficiency Requirements - Guidance to ATC Examiners

That was quick CD.
I tried to read it all but must confess was unsucessful as it started to blur as I got into it.
However I " think " that those of us who have passed written and actual flight tests will be issued a green light to continue flying without having to submit to an actual test?
Is it possible that TC is not aware that I am reasonably profficient in understanding and communicating in English?

If it is an ICAO requirement .The preferred language in ICAO is Standard radio telephoney in the english language. Why would there be any need for a french course ???? unless you are going there on your holidays
The big danger is when some people who cannot read speak or understand standard radio phases's .Start using them without a proper understanding of what they mean.Tenerife comes to mind .Hence the need for the new pilots to know what the standard phases mean and when to use them.

Ths stuttering rambling aaaa uhhhhh duhhh duhh aaaaa that ties up valuable radio time affects safety .I really think if you have a serious speech impediment you should not be on the radio.Go fly in the great uncontrolled world where you do not need a radio to be safe.
Q Are you a moron ????
A uhhh say ah again ,was that for us duh
