FTU OC or Domestic Operation OC?

Which one of the two is the hardest OC to obtain?

The flight training unit or a domestic operation?

And if you wanted to perform an aerial traffic reporting business which one of the two would it fall under?

One is not necessarily easier than the other. You'll have to meet certain criteria in both. However, an FTU will be a little cheaper as the application fee and aircraft acquisition costs are more managable. There will still be the insurance, staffing and maintenance issues.

Tfc reporting would be an aerial work OC, like sky dive operations.
