I have a friend that is from another country. He came to canada to do his Can. Comm. Pilot Lic. with multi IFR. He went back home and started to work. He hasn't been back in 4 years and has only been flying VFR. What does he have to do to become current with his IFR?
If he wrote his exams for his Can. ATPL. would he then qualify. Provided that he had all the flying time in too.

Do an IFR flight test for sure. Write the exam if his rating has been expired for more than two years.
