You asked "why does this happen?" Its quite simple, those are the rules set upon us by our management. One jumpseat coupon per number of jumpseats, just as your airline deems it necessary to charge everyone else for a free service. Its obviously that its not line pilots making the rules. What can be done about? We can try and change our rules, just like you can try and drop the charges. Personally I think you've made out quite well with your free ride to Hong Kong!

In Hong Kong as in any other airport in the world, you need some sort of a flight coupon to go through security, hence with junp seat passes, you have to get to the skipper before he goes through security. The biggest probem I can see is that captains sometimes run out of these passes and don't replenish them quick enough. Let's not forget that this system is based on courtesy from one company to another, not an automatic, 100% safe service. As a backup, why don't you try the interline agreement, known as Zed fares. Less hasles.

I am sorry to hear about you not getting on because some of our Captains are too lazy to ensure they have enough coupons on hand. In fact, the F/O's are now allowed to carry them also but seldom do. There is just no excuse for that in my book.
As previously posted, we cannot fill up all our empty seats with jumpseaters. That will never happen. With the cost of fuel going up, I would be willing to bet we may even see management at most companies take a run at this program in an effort to minimize zero fuel weight increases. The days of putting 50 jumpseaters into 50 empty seats for free, will not be here for long.
If I were you, I would bring this issue up with your jumpseat representative and explain to him that too many skippers at AC are not carrying the coupons and perhaps he/she can bring it up with ACPA.
