Refusal of Clearance due to Ice Accumulation?
I was recently made aware of ATC's option to cancel or refuse a takeoff clearance and order the aircraft to return to the gate/deice pad if visible contamination is observed on the critical surfaces. Does anyone have any insight into the use of this procedure or a formal regulation where this can be found?
I am just curious as to how long this option has been around for and whether or not it even gets exercised.

I know a King Air was returned to the ramp last year in yyz. I don't know many of the details though.

Who or what made you aware of this? Are you sure it was ATC that was able to refuse the clearance and not TC that could tell us to deny a clearance? I've never heard of it myself and not sure how we'd determine if the wing was contaminated. It's usually hard enough to see if the gear is down, let alone spot a trace of ice on the wing.

I suppose this may pertain to the odd nut who taxis out with 2 feet of wet snow on the wings assuming its going to blow off...scrambled_legs wrote:Who or what made you aware of this? I think it would be a good call. If the tower sees wing contamination from where they sit, a take off would be ill advised. I've never heard FSS inform an aircraft of "ice" on the bird, but I think that would be a good move as well. Some FSS guys are in a pretty good position to observe ice accumulation, and advise pilots.
