Definitely 20 past because I included private my first time around and was 3 hrs shy. Kind of a pain in the ass really after doing your flight test, written, and sending in the app .... then have to do a few more hrs of hood time.

It's 20 hours of dual instrument training (in addition to the 5 hours from PPL) as part of the minimum 35 hour dual component for the commercial license.
If you haven't already, start getting acquainted with the CARs.
Here are the complete requirements for CPL:

20 past private, I did my MIFR SIM portion as part of my CPL instrument build up, as 10 of the 20 sim hours I have went towards the 20 you need for your CPL.

Oh, and get as many of those hours as you can taught by someone with an instrument rating, because then they can be used towards the 15hr component of the instrument rating that needs to be received from a qualified person (qualified being instrument rated, or ATPL, etc). AFAIK

Just to clarify, of the 20 hrs instrument on top of the private, 10 can be on a certified sim such as a Frasca right? The other 10 can be dual? Just wanted to make sure because it's cheaper on the sim then in the air.

Yes, you can credit up to 10 hours of the required 20 hours instrument training if conducted in an approved simulator or flight training device.
It's all here:
