I didn't want to 'jack Mr. Norths thread. I was wondering if the OMNR job postings go through internally before they are posted to the public. That is, are there no qualified applicants in house for their current opening?

The jobs aren't posted internally first. As for in house applicants it all depends on whether anyone is interested in the move to that position. If they are and are successful in their interview it would mean their old position would become vacant. So anyone that is interested should give it a shot, you never know what might come from it.
