IFR Study

Just wondering where the day to day laws are located for IFR flying? I understand that there is some information in the CAR's but I am talking about an everyday working pilots guide. Things like LSALT off route when can you descend below MSA at night that sort of thing surely there is some sort of publication that has these sorts of things in a user friendly format for working pilots. Any help thanks.
