Proposed regulations for safer winter travel

OTTAWA, March 23 /CNW Telbec/ - To further improve the safety of air
passengers and flight crews travelling during the winter, Canada's Transport
Minister, John Baird, today announced proposed changes to the Canadian
Aviation Regulations.
These changes would standardize winter runway maintenance service
requirements at certified airports in Canada and require more consistent
reporting of runway surface information during severe winter weather. This
would help pilots and air operators make better decisions as they compare
information between sites.
"Reliable, safe transportation throughout the year is essential," said
Minister Baird. "Providing an overall standard for winter maintenance services
will enhance the safety of air travellers and demonstrates Transport Canada's
ongoing commitment to air safety."
The proposed amendments were published in the Canada Gazette, Part I on
March 21, 2009. A 30-day response period follows, during which time interested
parties may submit their comments on the changes. After careful consideration
of all comments received, Transport Canada will finalize the regulations and
publish them in the Canada Gazette, Part II.

I think the friction index should be included in all Runway Condition Reports
.1 all the way to 1.0. . period.

So a duty time NPA can languish for 8 years since we are, of course, mere pawns, but threaten a bit of Olympic revenue, and suddenly...

Let's have a ban on approaches if the FI is below, say........how bout 0.6? It would really make operations safer.... :roll:

Just to be clear, this is not an NPA. It is a Gazette I publication seeking public comment. The proposal was presented to the CARAC as an NPA at the Part III Technical Committee meeting held September 5-7, 2001:

So, this proposal also languished for 8 years before being published for public comment...
