I was going to say, something that comes to my eye when I see my paycheque.

once on that site click on the tier info tab to the left.
It is mostly related to ground delay programs or ground stops at certain airports in north america or worldwide. If the control element is long enough, meaning the airport or the control zone affected, then the scope will desrcibe the departure points affected, otherwise Tier1, 2 etc ...

Tier 1: Major International Scheduled airline
Tier 2: Regional scheduled airline
Tier 3: Everyone else
Personally, I have been working for Tier 3 for the last 20years and would not quit for the 2 or 1.
The problem with this system of division is it makes no differences between the Navajo driver and the Global Express driver. Both are Tier 3 pilots even if one probably makes more $$ than all Tier 2 pilots and about 75% of the Tier 1 dudes. But since we, as a community, measure the success of our career as to how quickly we "make it" to the flight deck of a soon to be bankrupt airline, we put them at the top of the totem pole.
