Q: How many Microsoft Programmers does it take to screw in a lightbulb?
A: It cannot be done. You will need to upgrade your house.

This story was in the news a couple weeks ago. The Victoria Times Colonist ran a story on it. It's a BC based company with 9 employees that leases two airplanes out of Alberta, as well as basing some of their technical staff there. They do infrared scanning of wildfires to determine fire perimeters and hot spots, which is info used in planning fire fighting tactics. The BC Forest Service has accessed US Forest Service assets to help in this function through their mutal assistance agreement. The USFS bills the Province at about 1/10th the rate of this company. Even so, 2/3's of the work has gone to this company, but they seem to feel they should get it all and were playing the fear game in the media. "If you don't give us all the work we might have to shut down, then what will you do when the USFS is not available?"
