KISS: Keep It Simple, Stupid.
Don't hog tie yourself with a restrictive MCM. Commit yourself to the minimum. Interpret everything to the company's favor. Be prepared to defend your position.
Q.A.s often think that they are doing a world of good by promising to go 'way beyond' the regulations.. There are no extra points with T.C. for suck holeing.
Seen it done in places I've worked and our own restrictive, cumbersome MCM is what we get audited to.
Next thing you know you've got a pile of findings - then you dig through the CARs and find you didn't have to be doing it that way in the first place and you've just dug yourself a hole.
If you have the benefit of starting fresh, setting up a system from scratch, go for it. Make it a good one. Keep every option as open as you can.
Also, as Q.A., if you want people to respect your postion, keep out of day to day internal squabbles, hiring, firing or general dressing down for little every-day type fcuk ups.
Your job is to audit the system as whole, identify problems with it and implement corrections, not micro manage the small stuff.

That is good advise...trying that on our sms as well.Do you have a template of what your company uses.

If by chance you come across a usefull template, maybe you could post it..?
BTW, you are taking a good tact with your SMS if you can run it by the KISS method as well. SMS is another P.O.S. that everybody tends to over think, over administer and then turn a blind eye to when push really comes to shove.

To set up a good QA system: start with a audit that covers your approved manuals (MCM and/or MPM) the checklist should also include elements from CARs to ensure that the manuals are inline with what CARs requires.

If you can meet these requirements or even come close, you will have a great QA program.

Couldn't agree more with Hawker boy. And always remember, the MCM and MPM are YOUR contract with TC. They will approve it initially verifying that it meets the minimum req's of the CARs and then hold you to it!
I used the TC audit manual for my audits but that's only one piece of QA.
Best of luck. Most fun I think I had in aviation was starting from scratch.
