For those interested, when I was down at the FSDO having a new type rating added to my FAA licence, the inspector mentioned that the FAA is looking at charging for FAA licences.
Right now, it is all free (unlike TC), but subject to change. Also, the FAA doesn't charge anything to process your medical (unlike the $55 TC fee).
All you have to pay for is the exam fees, and the medical - not bad for @$150.
The inspector didn't have any ideas as to the possible amounts that could be charged.

About 4 years ago I was in a FSDO and the Inspector mentioned that the FAA is studying how to get photos onto the Pilot Certificates.
The fee for a replacement certificate (if you got your lost, stolen or destroyed) remains unchanged at $2 since the last few decades.
The FAA wanted to do away with their format flight plan to adopt the ICAO format even for domestic flights. Didn't happen.
My point is, the FAA can take even longer to implement changes that would provoke a negative response throughout the aviation community. Expect AOPA and other Political Interests to jump up and down in a agressive manner that makes Canadian groups such as COPA seem comparatively passive and docile in their dealings with Government.
Worry about it when it happens.
