Commercial Ground School

Just recieved the final AIP installment, and in LRA 3-4 (3.2.5) for the Commercial Pilot's License (Aeroplane, CPL-A) they list the ground school requirement as 80 hours. But then I referenced the CARS; 421.30 under knowledge, it still says 40 hours.

Is this just a typo in the new AIP installment, or has something changed? Or is this for an integrated CPL course or is TC assuming you already have 40 hours from the PPL??

Clarification would be greatly appreciated. :? Thanks.
