Hard Point on Canadian A310?
I was wondering if somebody could tell me what the pod on the wing is for? Mid air Refueling?

Yup. A few of the CC150 Polaris were converted so they can act as re-fuellers.

What is the RAT used for on the front of the pod? Is it used for power for retracting the hose or for the pumps?

Actually those are bullshit storage tanks for when they have politicians on board.

The pods are FRL A/A refuelling pods. Rats are attached to a fuel pump to pull the hoses in, regulate hose extension speeds and to assist fuel output pressure to the receivers.

As mentioned, it's the MRTT conversion of the A310. The Luftwaffe has a couple of them as well.
