The carrier has yet to apply for either an air operator certificate with Transport Canada for the LCC or to start the licensing process with the Canadian Transportation Agency.

Well, in the article it states that the LCC will have a separate management team. I think that's great, because if there's anything Air Canada needs to do in order to cut costs is to add more layers of management!

Not so much additional layers of managers as duplicates...

If it's not a separate company but another brand, good luck trying to convince the unions they should be paid differently.

Weeks away from announcing something mean nothing. They could be 51.5 weeks away from actually doing something.

Just wondering what happened to the OC for Canadian after the merger, might just be the simple matter of dusting off the one that's sitting on the shelf.
