Having lived in the Arab world, that seems about right.
Many of the specail police in Bahrain are from Belushistan. Their Arabic was poor. One of their jobs was to paint over any anti-government slogans that people would spray bomb on walls. Where it got funny, was when homeowners would spray paint "No Parking" out behind their houses, only to find that that special polics painted it over thinking it was anti-government graffitti.
