I am wondering if anyone knows of any JAA/EASA approved examiners who reside in Canada that are able to conduct skill test/check rides on candidates in Canada on simulators which are EASA registered?

Bombardier in Montreal have JAA/EASA TREs for the GX, 605 and CRJ, but you need to be type rated and/or on an 'approved' training course.
