It allows you to release maintenance on SFAR 41C airplanes; aircraft which basically fall between the cracks with regard to M1/M2 designation.
M1 and/or M2 licences have SFAR 41C privileges.
The ones I can think of off the top are:
- Beech 1900C
- Fairchild Metro
- Embraer Bandeirante
- Dornier 228
Not sure if there are others.

SFAR 41C were interim standards introduced to deal with what would eventually become the commuter category.
