MONTREAL – Three inmates have escaped from a detention center in Quebec City with the help of a helicopter, police said late Saturday.

It's the second helicopter-aided inmate escape in Quebec province in two years.
I sense some new questions for the CPL written ...

Depends was the pilot hired or were the passengers just incidental to the trip and sharing the costs?

This would be how I would escape: (except you'd need four of them to lift me out of there):

You would only need a POC if the heli was owned by the Angels, as i heard all three inmates were members. So it would be transporting company employees in their own heli.

I wonder if the helicopter was turbine powered?

Everyone knows you need some sort of OC to
operate a turbine engine.

I'm pretty sure you would need an OC for this:

But maybe not for this:

Long awaited changes are coming to 604.

My expectation is that those changes will capture any previous oversights in order that these types of operations will now fall under 702 / 703.

With credit to the crew and passengers, evidently their Risk-Assessment method was adequate and effective.

I wonder if they sketched a fish-bone diagram? Or, did they ask themselves "The Five Whys"?

One my pals, from up here in the stix; he starts every mission with the question, "What could possibly go wrong?.."

Good Job Gang.
