I would assume it's because they received an avalanche of applicants, probably numbering in the 1000s.

Because they want to hire pilots that live in Quebec.

I think they have year round flights out of Quebec now. They operated during the past summer in Quebec City. Business must be good.

I thought that under the new regulations, Scumwing (or whoever) cannot use a lack of qualified applicants as a reason for approval of LMOs if it is based on a published job posting that requires a 737 (or any other) type rating. My understanding was that the new rules banned the requirement of a type. Did I miss something here...

Your making the mistake of assuming the add is to obtain LMO. You're wrong again. It's to hire Quebec based pilots.

In a perfect world, if I was really naive and ignored my skepticism, I would assume that Sunwing has felt the wind turn and finally decided to hire sufficient Canadian pilots to crew all its Canadian registered aircraft by next winter. That seems too good to be true.

1) Without the type rating excuse, they will no longer be able to justify TFW pilots for the 2015/2016 season (I hope so anyway but won't hold my breath).
2) They will only be allowed to contract a maximum of 7 foreign wet-lease aircraft for the 2015/2016 winter, assuming they have 33 aircraft on their AOC at the time they apply to the CTA for the wet-leases (again assuming no Airline or Union objections get in the way).

If they plan a fleet of 37 aircraft for 2015/2016 (assuming no further expansion) and have 7 wet-leases on hand, they will still need to have enough Canadian pilots to crew 30 Canadian registered aircraft. During high season they have a minimum of 12 pilots per aircraft, meaning they will need to have at least 360 Canadian pilots on payroll next winter.

To achieve this, they will need to retain for full time employment all of the Canadian seasonal pilots that are on staff now and hire another 100 Canadian pilot between now and Sept 2015. Could it be that these 42 Quebec based pilots are the first batch of those 100 ?
