Simple answer is no. We don't have an approved upgrade program. At this time PACL is not cycling anyone through from the right to the left on a full initial.
No one's getting bypassed. We need many Captain's - it's helpful our pay and conditions are attracting good quality experience. DEC and OTS FO hires will be ongoing. Even if we bled the Dash side dry and put them all through upgrades, we'd still be very short of the pilots required to staff 50 jets let alone 100, if all 100 show up by 2027. Goal is 50 by Q4 2024 and there was no studdering regarding that date.
What will be interesting is when the upgrade program is in place, how they handle the upgrades (prioritize senority, or experience, etc).
I've heard talk recently that next spring PACL should have an approved upgrade program in place.

Anyone taking right seat E2 right now I’m sure are made aware that there isn’t an upgrade program in place yet, so no I wouldn’t say they’re being “held back”.
I heard YYZ pilots at jazz are being put on reserve so the YYC base can be kept alive, at least on the Q. Yikes, now THAT is being “held back”.

Everyone is being held back in favour of DECs and DEFOs. E2 FOs because no upgrade program is in place. Dash 8 CAs and FOs because the staffing on the Dash 8 is just starting to turn in the right direction and most of the FOs (I think there are 18 not fleet locked) have been here less than 2 years and are fleet locked.
All while next to no credit for YOS when switching seats/fleets.
But the problem we REALLY care about now is the callsign changing. NOW that deserves some pitchforks

i see. realistically, is there any DEC joining e2 with no jet pic or 705 pic time?
as per table , metrix , pic time is not a must if you have jet experience.

Not true, I know of some that had neither 705 time nor turboprop over 44,000 lbs.

Is this actually happening? I heard that there was a chance this would have to happen but I hadn't heard for sure. I'm guessing the change was necessary because PAI and PACL have two separate AOCs?
Dashport isn't TOO bad. Sounds like Dashboard though.

E2 should have gotten the “new” call sign. No jets if it weren’t for the heavy lifting of the Dash.

1000 hrs jet PIC on transport category aircraft is another option.
