2000ft elevation +20 3500ft runway max takeoff weight is 17,120. These numbers are for pavement, will be a little longer for gravel.

From the AFM:
Zero wind, 17,120lbs, Antiskid on, Engine Anti-ice off i get a field length of 4107'.
At 16,000lbs with the same conditions I get 3591'.

We normally use Aircraft Performance Group's charts to calculate our T/O and landing weights. It factors in everything from gradient, terrain, obstacles, braking energy and all climb segment requirements.

Using APG on a similar airport with the above conditions I get a max T/O weight of about 15,000lbs. You can add about 50lbs per knot headwind and the same for each .1" above QNH. APG lists the restriction as Field Length.

Fuel for typical flight with an hour leg with a close alternate is around 2000lbs leaving you with about 1600 - 1700lbs of available payload depending on your OEW. So you are basically limited to 6 pax with bags.

You should note that on the other end of the spectrum, in -20C you could take off at full gross.
