703/704? Are nav lights a requirement? In the 600 it says you need them

This is the way it works. The aircraft requirements in part VI are applicable to ALL aircraft. Part VII merely contains the ADDITIONAL requirements for commercial operators. So yes, you need nav lights for 703/704 if you fly at night.
